HDB completed after 01 Jan 1994 or upgraded flat with higher electrical loading do not need to apply for an HDB permit to install an air-conditioner. If you already have an aircon installed and intend to install another one in the same premise, you must apply from HDB/ BCA to ensure your unit is capable to install another system aircon.

20 Amp isolator is located near the compressor, often can be found at the aircon ledge if your unit has. You don't need to add unless you are adding another system to your unit.
